The Performance
Based Studies Research Group (PBSRG) at Arizona State University was organized
by Dr. Dean T. Kashiwagi in 1992. The PBSRG is the only construction
performance information center in the United States. The concepts of
Fuzzy Logic, management of information, and artificial intelligence
are used to evaluate the performance of contractors and construction systems.
Research is conducted on contractors, materials, services, and construction
systems procurement. The PBSRG is the research center of the Performance Based
Procurement System (PBPS), which will be the procurement system of the
futuristic in- formation age.
The PBSRG
conducts research in many construction disciplines but the bulk of the research
to date has been in the area of commercial roofing systems. Contractors wishing
to differentiate themselves from their competitors on criteria other than cost,
work in conjunction with the PBSRG to have their performance qualified. The
performance information collected by the PBSRG on roofing contractors comes
from personally inspecting 50 actual roof installations and interviewing the
contractors customers. This data is then compiled into an engineering
report called a Performance Line. Associated Applications of Vicksburg,

Performance
Based Procurement System (PBPS): The PBPS was developed by Dr. Dean T.
Kashiwagi to assist facility owners in buying the best performing contractor
services/facility systems in a competitive bid environment using all the
concepts of Information Measurement Theory (IMT). It allows a
facility owner to correct facility problems with the best solutions, purchase
performing systems, and select the best performing contractors at a competitive
price. The system is self documenting, contains its own justifications, and the
information generated by the system resolves protests and disputes. It
minimizes liability and transfers that liability to the performing contractors
